Fire was a constant risk in Rome, because of the hot, dry climate, the overcrowded conditions, and the use of open fires in wooden buildings. Simple hand-held pumps were used to fight small fires, but they could only deliver a small amount of water. Sponges and leather buckets were used to dampen undamaged walls to stop the fire from spreading. Around 27 BC, Emperor Augustus set up a fire service for Rome. There were seven brigades, called vigiles, each with 1000 men. The city was divided up into 14 regions and each brigade was responsible for two of them. These fire brigades were copied in other towns, though on a smaller scale.

September 13, 2006 — Caesar IV Heaven Opens

I know a great many of us have been awaiting this moment. Eagerly awaiting this moment. After playing every single Caesar 3 scenario in more ways than the designers thought possible..'Hey, let's do Carthago without prefects!' we can soon take on Carthago in a different way.
Tilted Mill, known from Children of the Nile, but also from many of their staff having been involved in earlier citybuilders, have recreated the Glory that was Rome..erm, or rather. the Glory that was Caesar 3.
Caesar 4 will be bringing back familiar places and familiar faces, such as prefects and engineers, but now in glorious 3D, with factories, with day and night, with weather. I checked out the demo and was hooked. Caesar 4 brings our favourite citybuilder into the 21st century.
So, with little further ado, I'd like to welcome you to Caesar 4 Heaven. We're a bit bare bones at the moment, but we will make this the place to go should you need information about the game, its scenarios, and its history.
I hope you'll enjoy our efforts.

August 19, 2005 — Caesar IV announced

Tilted Mill and Vivendi have announced that they are developing Caesar IV.

Vivendi Universal Games (VU Games) today announced development of Sierra Entertainment's Caesar™ IV, the sequel to the million unit plus selling Caesar™ III, scheduled for release in 2006. Building on the award-winning formula of its predecessor, Caesar IV takes the city-building genre into the 21st century, with new gameplay and features, and a cutting edge 3D graphics engine developed specifically for the title.
Developed by Tilted Mill, Caesar IV advances, refines and updates the city-building gameplay pioneered by Caesar III, while remaining true to its predecessor's proud legacy. In Caesar IV, players take on the role of an aspiring provincial governor within Caesar's empire as they build and manage an individual ancient Roman city and its province.

Take a look at the official Caesar IV site for more information and discuss the game in our forums

Description of Heaven & Earth

A fun and original puzzle game, Heaven and Earth is essentially a collection of three seperate types of puzzles: an original card game, a slightly arcade-ish game called 'pendulum,' and a collection of intriguing puzzles called 'illusions.'

Although puzzles are available stand-alone, there is a built-in 'tournament' called the 'pilgrim,' which contains the most difficult puzzles of all three types. The card game itself is worth the price of the whole game. Highly recommended!

I 'loved Heaven and Earth.' In fact, I have the original game, in its box — including the manual. I did find 'The Pilgrim' frustrating, in that I got stuck in a card game segment for which there seemed no solution, no matter how I tried. However, I found the Illusions challenging and entertaining. And of course, the Solitaire was way cool — especially the sounds — but I also really liked all the designs. So … glad to find this!

You should click on the cards and move them into appropriate piles. Just be careful with using tornado and other 'bad weather' multiplies as they will bring you negative points.

How can I score points in this game?
I know that the in-game 'How-to-Play' section does offer some combos, but not how to activate certain tricks.
The game one its own really is calming and meditative! It's a wonder whether anyone made anymore of such games other than Microsoft Mahjong.

Windows 1.0 was released on November 20, 1985. and internet was not main stream in the home until around 1995 but was a thing since the 1960's with the D.O.D.

I have downloaded the 'Heaven & Earth' game of 1992 and when I clicked on INSTALL, I received a window stating the following:
'..an installable Virtual Device Driver failed Dll initialization. Click Close to terminate the application.
Ignore box to click was available.
Will the game still install and function without that driver?

I have it since my first computer back in early '90s before the Internet or Windows was invented. Love the card game and illusions most.

never mind - answered my own question. I found my original box, with the floppies and book. The floppies are probably still good, if only there was any such thing as a floppy drive anymore..

Does anyone know the answers to the questions they ask? Is there a cheat sheet anywhere that has the answers, because it won't let you into the game unless you answer..
